（1）施工內(nèi)容：2024年-2026年生產(chǎn)期采剝工程、排水設(shè)施安裝、邊坡噴漿支護工程。主要工程量如下：

(1) Construction content: Mining and stripping engineering in the Production Period (2024-2026), installation engineering of drainage facilities, side slope slurry support engineering. The main quantity is as following:

① 采剝工程：三年采剝總量 301.7954萬 m3；其中：剝離量265.3916萬 m3、采運礦石 36.4038萬 m3；各年度工程量如下：

①Mining and stripping engineering: The total amount of mining and stripping for three years is 3,017,954m3; including: stripping amount of 2,653,916m3, mining and transportation of ore of 364,038m3; The amount of work for each year is listed below:

a、2024年4月--12月：剝離101.13萬m3，采礦14.554萬m3；

（2）YK**設(shè)計內(nèi)供電、給排水（除露天坑內(nèi)排水設(shè)施）、道路等設(shè)施已全部按設(shè)計建成使用，施工需要的道路可使用現(xiàn)有道理。

公路——國家1號公路已全線通車，**距黑角港340km，其中國家1號公路310km，**路30km，貨柜車單程約6h。

普通貨物從中國**至**的運輸全程約60d，運費由招標方負責。可通過自有貨柜、免稅協(xié)定等手段將費用降低。

The transportation of general cargo from the Chinese port to the project is about 60d, and the tenderee shall be responsible for the freight cost. Costs can be minimized by means of own containers, duty-free agreements, etc.

**附近的主要經(jīng)濟活動為農(nóng)業(yè)，勞動力**比較充足，但是居民受教育程度普遍偏低，經(jīng)培訓可從事簡單的生產(chǎn)工作，主要的生產(chǎn)技術(shù)人員仍需從國內(nèi)聘請。

本次招標要求投標人須同時具備以下資格條件：

In this tender, the following qualifications are required to be fulfilled by the bidders:

1、投標人須在中國或其他國家（地區(qū)）注冊、具有獨立法人資格，具有有效營業(yè)執(zhí)照，并保持良好履約記錄、有能力響應招標文件要求的企業(yè)。

1. The bidders must be enterprises registered in China or other countries (regions), with independent legal personality and valid business license, which maintain a good performance record, and have the ability to respond to the requirements of the tendering documents.

2、中國公司投標人，必須具有礦山工程施工總承包壹級及以上資質(zhì)、具有有效的安全生產(chǎn)許可證（礦山采掘類），并具有足夠的技術(shù)、人員、設(shè)備實力，且具有良好施工信譽及經(jīng)驗的施工單位。

For bidders of Chinese companies, the bidders must be the construction units with the qualification of mining engineering construction general contracting Grade I and above, valid work safety license (mining and quarrying category), sufficient technology, personnel, equipment strength, and good construction reputation and experience.

境外公司投標人，如果屬地國家（地區(qū)）相關(guān)法律法規(guī)有規(guī)定的注冊資格及相應資質(zhì)的，必須取得屬地國家（地區(qū)）注冊資格及合格資質(zhì)。

3、中國公司投標人，項目經(jīng)理要求有國家注冊的一級建造師礦業(yè)工程資質(zhì)。須為投標人正式員工，年齡不得超過55歲，應是投標人正式聘用的在職員工，與投標人簽有合法有效的勞動合同，提供投標人為項目經(jīng)理繳納至少包含2020年全年的社會保險的有效證明。

3. For bidders of Chinese companies, the project manager is required to have a state-registered Grade I constructor mining engineering qualification, who must be a formal employees of the bidders, whose age shall not exceed 55 years old, and shall be an in-service employees formally employed by the bidders, and have a legally valid labor contract with the bidders. Valid proof of social insurance paid by the bidders for the project manager covering at least the entire year 2020 shall be provided.

4、境外公司投標人，如果屬地國家（地區(qū)）有規(guī)定礦山或建筑工程項目經(jīng)理從業(yè)資質(zhì)的，必須取得相應資質(zhì)。須為投標人正式員工，年齡不得超過55歲，應是投標人正式聘用的在職員工，與投標人簽有合法有效的勞動合同。

4. For bidders of overseas companies, the corresponding qualification must be obtained if the country (region) where they are located has stipulated the qualification of mining or construction project manager. 5、中國公司投標人須有國外礦山采掘類施工業(yè)績，必須提供近2年采礦行業(yè)業(yè)績合同復印件，近2年每年營業(yè)額必須保證1億美元以上，提供財務審計報告復印件；境外公司投標人須有類似工程施工業(yè)績。

For bidders of Chinese companies, the construction results of foreign mining and excavation must be available, copies of mining industry performance contracts for the past 2 years must be provided, turnover must be guaranteed to be more than USD 100 million per year for the past two years, and copies of financial audit reports shall be provided; For bidders of overseas companies, construction performance of similar engineering shall be possessed.

6、投標人如果中標后，前期投入需要自有資金墊付，甲方不支付預付款，合同執(zhí)行后，按每月完成施工總量結(jié)算，詳細說明請看相關(guān)合同條款，；如果投標人不同意本條款，招標人視投標人不具備投標資格條件。

6. If the bidder is awarded the tender, the preliminary investment needs to be advanced with its own funds, Party A will not pay the advance payment, and after the performance of the contract, the total amount of construction shall be settled according to the total amount of construction to be completed each month. 7、中標后，進入施工現(xiàn)場的項目經(jīng)理和技術(shù)負責人必須與投標的擬投入組織機構(gòu)人員完全一致，其它管理人員必須與投標文件中一致，如要更換需征得招標人同意，否則招標人有權(quán)單方解除合同，所有交付的押金一律不予退還，造成的一切損失由投標人自行承擔。

7. After winning the bid, the project manager and the technical director mobilizing the construction site must be identical with the personnel of the organization to be invested in the bid, and other management personnel must be consistent with the bidding documents. The consent of the tenderee is required if they are to be replaced, otherwise, the tenderee shall be entitled to unilaterally terminate the contract, all deposits delivered shall not be refunded, and the bidder shall bear all the losses caused by itself.

8、投標人必須準確掌握本工程各專業(yè)的設(shè)計圖；正確掌握本工程的相關(guān)技術(shù)標準質(zhì)量標準、安全標準和行業(yè)安全規(guī)程；按照設(shè)計和上述各項標準、安全規(guī)程要求，進行工程的安全管理、質(zhì)量管理、進度控制、工程協(xié)調(diào)、投資控制、合同管理、工程資料的整理和歸檔等。

8.
