（二）在中介集市報名前1年內存在2次記入一般不良誠信檔案行為的；

（三）在中介集市報名前2年內存在1次記入嚴重不良誠信檔案行為的；

（四）在中介集市報名后中介服務合同簽訂前，存在記入一般或者嚴重不良誠信檔案行為的

I. One recorded minor bad credit behavior within 3 months before registration in the intermediary market.

II. Two recorded minor bad credit behaviors within 1 year before registration in the intermediary market.

III. One recorded serious bad credit behavior within 2 years before registration in the intermediary market.

IV. Any recorded general or serious bad credit behavior between the registration in the intermediary market and before the signing of the intermediary service contract.

回避情形

Avoidance Situations

（一）參與同一項目采購的不同中介服務機構法定代表人或實際控制人為同一人的；

（二）中介服務機構的法定代表人或實際控制人和委托人單位法定代表人或者項目負責人有配偶、直系血親（含擬制血親）、三代以內旁系血親或者近姻親關系的；

（三）其他應當回避的情形；
